Looking into something for my father in law. He just bought 2003 or 2004 Honda BF30 outboard, with manual start. He's having a hell of a time getting it running, pulling 15-20 times. I've ran across one thread in the whole of google that describes his problem perfectly.
The only responses to the thread was for the by-starter part that may be the problem and that there is an actual service bulletin for this problem. I've searched high and low for a Honda Marine service bulletin on the net but they don't seem available.

I am wondering if anyone has access to this service bulletin, or is a better google shark then me. Service Bulletin #60 should be pretty specific for Honda Marine.
