Floodway and off roading July 2012

I have seen mixed messages since the duff roblin trail opening.
Is the floodway outside the city a yes or a no for off road vehicles in July 2012?

From what I understand from my ATVMB days is the east side of the flood way will eventually be for sleds/atv but the west side is strictly pedestrian/bikes/etc

Don't quote me on the first part though..it may have changed lol

Everyone around my area has been told that at the moment the floodway is off limits to all motorized vehicles. I see less motorized vehicles on the floodway than in the past, but still many are using it I would love to know what the exact rules are as well. If you do venture onto it beware that the east side, near the 59er, currently has some kind of construction going on.

Here is a excerpt from the following link. It only really refers to the trail itself.

The floodway’s landscaping and recreational plan includes:
1. A non-motorized, 52-km recreational trail to be known as Duff Roblin Parkway Trail (including a five-km paved section on the west side of the floodway channel and a three-km paved section leading into Birds Hill Provincial Park), which will support a variety of non-motorized recreational activities including walking, jogging, rollerblading, hiking and biking.

It also mentions

15. Discussions which are underway with Sno-Man to allow the snowmobile organization to establish and manage a proposed future groomed snowmobile trail along the east side of the
floodway.
