Question slow draining hw tank

installed new elec. hw tank this may. went to drain it and it was just gurgling out . after 3 hrs. it was still gurgling. all the fawcets were open. could it be because inlet and outlet on tank are higher than fawcets?

Is your pressure relief valve on the tank open?

Try opening the pressure relief valve for a sec, that usually does the trick for me.
