harpers back door deals

In two weeks, Prime Minister Harper could pass the most secretive and sweeping trade deal of a generation.

This deal would pave the way for a massive natural resource buyout and allow foreign corporations to sue the Canadian government in secret tribunals, restricting Canadians from making democratic decisions about our economy, environment and energy.

Most Canadians have never heard of FIPA, the Canada-China Foreign Investment Protection Agreement, because Prime Minister Harper is trying to sneak it through without a single vote or debate in Parliament. Canadians have a right to determine our future, but this agreement will undermine our democratic rights and lock us into an inescapable path of foreign-ownership and resource extraction until at least 2040

Not that secretive... if you google it you get more than 1.6 million hits. I had opportunity to work in this area a little bit.

Background: Harper signed it on Sept 8th with President Hu Jintao of China at a huge meeting with many world leaders in Vladivostok, Russia. Lots of media and publicity was there.

This was a very public set of meetings and had huge amount of publicity.

Next steps: in Canada after this signing the agreement gets tabled in the House of Commons for 21 sitting-days which has always been consistent with Canadas treaty tabling policy. It will then come into force once the Order in Council has been approved by the Governor General of Canada. Also needs to be ratified in China by the P.R.C.
Nothing new here in the process.

History: FIPA is a treaty designed to protect and promote Canadian investment abroad through legally binding provisions as well as to promote foreign investment in Canada. By ensuring greater protection against discriminatory and arbitrary practices, and enhancing predictability of a market’s policy framework, a FIPA allows investors to invest with greater confidence. FIPAs are defintely not new ideas and been around a very very long time.

A person can hate the man, a person canhate the party but the process is standard Canadian law and process at work. (nothing new).

Harper has proven himself to be a very stable prime minster that has shown himself to be an astute money manager.Is he perfect ?No but he is better then any of the alternatives.I have often wondered why the Eastern half of this country has such a mistrust of his government.

i do not agree with giving china a hand in the oilsands-=-we do the work here and give our people jobs and then sell them gas and diesel -=-then we win not them or we could give them the whole country and all work for next to nothing jmo

Id have to agree with you. china is trying hard to get its hands on ALL the oil it can right now not just canada. china will be looking pretty smart in the next few decades.
